FreeStyle Libre 2 System Coverage in Newfoundland and Labrador
The government of Newfoundland and Labrador provides public coverage for the FreeStyle Libre 2 sensor and reader through the Provincial Continuous Glucose Monitoring Program (NLCGMP). Residents eligible for the program include patients who:
- Are permanent residents of Newfoundland and Labrador;
- Hold a valid Newfoundland and Labrador Medical Care Plan (MCP) card; and
- Meet one of the following criteria:
- Under 18 years of age, living with type 1 Diabetes, and under the care of a pediatric diabetes care team, or
- 18 years and older, living with Type 1 Diabetes, and must meet requirements for financial assistance through an income testing process, or
- Diagnosed with gestational diabetes during pregnancy and meet requirements for financial assistance through an income testing process.

Coverage includes the FreeStyle Libre 2 system sensor and reader.
FreeStyle Libre 2 sensor will be distributed by Bayshore. Once approved through the Newfoundland and Labrador’s Provincial Continuous Glucose Monitoring Program (NLCGMP), Bayshore will handle patient setup, payment processing, and sensor delivery.
Bayshore will also provide a dedicated email and phone line for NLCGMP FreeStyle Libre clients to assist with any questions or concerns regarding delivery.
Each patient will receive a total of 26 sensors over 4 quarterly shipments, as follows:
- First and Third shipments of 7 sensors.
- Second and Fourth shipments of 6 sensors.
Funded by the Government of Newfoundland and Labrador (NL) and administered through NL Health Services, the Provincial Continuous Glucose Monitoring Program (NLCGMP) supports medically and financially eligible residents of NL in the purchase of an approved sensor-based glucose monitoring system. Step 1:
Book an appointment with your health care provider who supports the management of your diabetes to complete the NLCGMP application form. Your health care provider must submit the completed document directly to the NLCGMP coordinator by email at NLCGMP@nlhealthservices.ca
Step 2:
Once the application is received, it is screened for age. If the client is 18 years of age or older, NLCGMP sends an income testing application. Once the client returns the application to NLCGMP, a financial assessment officer processes it promptly. Depending on the client and whether all required documentation is submitted, the process typically takes 1–3 days to complete. NLCGMP does not have the financial application available on its website. Once an application is received and screened, NLCGMP contacts the client and provides the income testing application along with guidelines on how to complete it.
Only the uninsured costs of the reader and sensors are eligible for coverage, and the uninsured amount is income-tested. Applicants with 100% private insurance coverage are NOT eligible to apply. Please check with your private health insurance provider before applying for coverage. Each insurer must provide you with details on the coverage for the selected glucose monitoring sensor. This information is needed to complete the application form and is considered when calculating the amount that will be covered by the program.
